Singapore is one of the world's strongest economies and a highly developed nation in Southeast Asia. With the country's growing economy and increasing consumer spending, demand for alcoholic beverages is also increasing in the market. Consequently, alcohol retailers are focusing on places where people frequently consume alcohol, such as restaurants and bars.

Before setting up an alcohol retail store in Singapore, you must register a business with the Accounting and Corporate Regulatory Authority ("ACRA") and apply for a liquor license ("Liquor Licence") from the Singapore Police Force ("SPF").

1. Liquor License

A business that intends to sell or supply any liquor in Singapore must hold a liquor license (unless exempted). Liquor is defined as:

1. Beverages containing more than 0.5% alcohol by mass or volume;

2. A mixture of ethanol and other substances or liquids (including water) containing more than 0.5% alcohol by mass or volume; or

3. Any other substance (whether or not a beverage or liquid) that is specified by regulations as liquor.

Under the Control of Liquor (Supply and Consumption) (Liquor Licensing) Act 2015, liquor (whether a single type or a combination of two or more types) may be supplied in two ways

1. Retail (if the supply is less than 30 litres of liquor);

2. Wholesale, if:

(1) any quantity of liquor is supplied to the holder of a liquor licence; or

(2) 30 litres or more of liquor is supplied to any person.

However, a liquor licence need not be required in the following circumstances:

1. The delivery of liquor to a person solely on request of that person which is in his possession or has been ordered under a contract for the purchase of liquor.

2. In an emergency, liquor is required to sustain life or prevent injury or further injury.

3. A lawful religious ceremony conducted by a minister or religious leader in a place of worship.

4. In any other circumstances as may be prescribed by the Minister by publication in the Gazette.

Liquor License Types Before applying for a liquor license, you should first determine what type of liquor license you need. Businesses can consider the following factors to determine the type of liquor license they should apply for: 1. The type of alcoholic beverages sold (e.g., beer or other liquor); 2. The hours during which alcoholic beverages are sold; and 3. The type of business establishment you operate (e.g., a bar that serves alcoholic beverages for consumption on-site, a convenience store that serves alcoholic beverages for consumption off-site, or a liquor wholesaler). From 1 August 2017, holders of a Class 3A, 3B or 4 liquor licence may deliver liquor outside the business hours specified in the licence if the liquor is to be delivered to non-public places in Singapore, such as residential areas and offices.
III. Prerequisites for Liquor License Application

After deciding on the type of liquor license you need to apply for, you must ensure that the following conditions are met to qualify for the application:

1. The company must be registered with ACRA (unless applying only for a Category 2B liquor license, or the applicant is representing a registered society in Singapore);

2. If applying on behalf of a society registered with the Registrar of Societies (ROS), the applicant must be at least a committee member;

3. The applicant must be a Singapore Citizen, Singapore Permanent Resident, or a foreigner holding an Employment Pass or EntrePass;
4. The applicant must be a director of a company, a partner of a partnership, or a sole proprietor;

5. Applicants for a Class 2B liquor licence must hold a hawker licence issued by the National Environment Agency (NEA); and

6. The applicant must be a fit and proper person.
In assessing whether an applicant is a fit and proper liquor licensee, the SPF will consider whether the applicant:

1. Has been convicted of or is under investigation for any crime;

2. Has a good record of complying with the conditions of any liquor licenses previously issued to the applicant and any companies associated with the applicant;

3. Has cooperated with the SPF in connection with any liquor license-related investigations; and

4. Has had a liquor license issued by a relevant authority that has been revoked or suspended due to unsuitability to hold a liquor license.

However, failure to meet any of the above conditions does not guarantee that a liquor license application will be rejected. The weighting of each factor will be determined at the SPF's sole discretion.
IV. Extended Liquor Licence Hours

Subject to any extension approved by the SPF, no licensed premises may continue to operate beyond the operating hours stated in their licence unless the premises are used for any purpose other than the supply of liquor. Under the Liquor Control Act, supplying liquor after the prescribed operating hours is punishable by a fine of up to S$10,000.

From July 1, 2019, the SPF will not approve any extension of the hours for the sale of liquor for any premises approved by the Urban Redevelopment Authority ("URA") for "restaurant" use (except for hybrid restaurants such as "restaurants and bars").
