Company establishment
Now that you’ve decided that Singapore is the ideal location for your restaurant, the first thing you need to do is incorporate a company in Singapore. For more information, refer to our Singapore Company Incorporation Guide.
Restaurant Food Store License
Once you’ve completed company registration and processed your relocation visa, the next step is to find an ideal location that aligns with your menu and target market. Under the Environmental Public Health Act, any premises selling food and/or beverages must obtain a food outlet license from the National Environment Agency (NEA). It’s important to note that identifying a restaurant location should be done before applying for a food outlet license, as the government will conduct inspections before approving it.
The following supporting documents are required for food shop license application:
1. Comply with the Code of Practice for Environmental Health (COPEH) and food store operating requirements, including minimum kitchen size, waste management, noise control, and cooking fume control. These requirements will be verified during the pre-licensing inspection after renovations and equipment installation.
2. Approvals obtained from land agencies such as URA and HDB (planning permission obtained from land agencies).
3. Lease Agreement.
4. Applicant’s details:
– Individuals: front and back of their national identity card.
– Companies: Business profile information obtained from the Accounting and Corporate Regulatory Authority (ACRA).
– Societies: Certificate of Registration obtained from the Registrar of Societies.
5. Basic Food Hygiene Certificate/Updated Food Hygiene Certificate for Food Handlers.
6. Food Hygiene Supervisor Certificate (applicable only to food caterers, restaurants, food courts and canteens).
7. Cleaning schedule.
8. A scaled layout of the premises showing the kitchen, preparation area, rest area, toilets, storeroom, etc.
9. A pest control contract covering the control of rats, cockroaches and flies for the entire licence period. Inspections must be carried out at least once a month for signs of pest infestation.
10. Supplementary information form covering business name, types of food sold, operating hours, etc.
11. Food Safety Management Plan (with identification of critical control points) or proof of training in “WSQ Applicable to FSMS for Food Service Establishments” (for food handlers only).
12. Photos showing the interior and exterior of the catering vehicle.
13. Vehicle record card or rental agreement proving ownership of the catering vehicle.
14. Cleaning schedule for catering vehicles.
To apply for a food shop license for a restaurant in Singapore, please apply online. Processing time is approximately 1-2 weeks. Your restaurant premises will undergo a pre-licensing inspection, which may affect processing time. If everything meets the requirements, you will receive preliminary approval and subsequent hygiene requirements.
After submitting your food shop license application, you can begin setting up or renovating your restaurant in Singapore according to the approved layout plan. Once your facility is set up, notify the NEA for a site inspection to ensure that hygiene requirements are met. Upon verification, the license will be issued and must be renewed annually.
